The pair wanted to deal with ugly hoarding (boards around a construction site) in a creative way and wanted to get youth involved. They brought in Boys and Girls Clubs, Urban Youth Worx, and Community and Neighbourhood Services as partners to engage youth in the project. The City decided to offer a 25% reduction in hoarding permit fees for companies that opted to erect youth art around their sites. And the results have been inspiring.
